Mechanical Engineer

Serves as professional staff engineer responsible for managing multiple projects, responsible for advising on various aspects pertaining to the planning of the FDA nationwide facilities program. Prepares, and/or participates in the preparation of, design specifications for mechanical utility systems for new program facilities including laboratory, animal research, office and other special program support space and for the modification, repair, or addition to existing facilities. Reviews construction contract documents (including drawings and specifications) along with equipment fabrication and installation drawings for conformance with functional requirements and coordination with construction and installation contractors of scientific equipment. Performs field inspection of construction work to assure conformance with contract document requirements. Oversees the preparation of contract documents by contract architectural-engineering (A/E) firms for the procurement of laboratory equipment in those instances where the equipment contracts are awarded directly by FDA with equipment firms. Participates in inspections of existing FDA facilities for compliance with Agency procedures and providing technical assistance for functional requirements for on-going maintenance, repair, and new construction projects. Performs duties as a contracting officer's technical representative (COTR)/project officer. Works closely with contract staff to manage and direct facility acquisitions. Duties include preparation of Scopes of Work, Statements of Work, government estimates, preparation for and participation in negotiation of contracts, analysis of proposals, evaluation and estimate of change orders, review of contractor's work to ensure compliance with the statement of work and verification of payment requests. Prepares and/or reviews pertinent mechanical engineering data for program of requirements or design criteria and drafts of pertinent data regarding environmental impact statements and energy conservation reports. For the GS, 0830 -12:
Applicant should have one year of specialized experience, equivalent to the GS-09 level in the Federal service; experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Specialized experience should demonstrate or include; providing assistance in directing design and construction requirements for laboratory/facility acquisitions within the Agency; providing engineering support for laboratory activities. For the GS, 0830 -13:
Applicant should have one year of specialized experience, equivalent to the GS-11 level in the Federal service; experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Specialized experience should demonstrate or include; directing design and construction requirements for laboratory/facility acquisitions within the Agency; providing engineering guidance and support for all laboratory activities for facilities nationwide; administration of agency contract for renovations and alterations conducting investigations and evaluations; providing expert advice or serving as a project manager for design on mechanical engineering projects/construction program.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
